What must be in place before activation
This checklist establishes a framework without falsely identifying unconfirmed people as county leads.
Designate a liaison in each county and verify the correct public observation and county escalation procedures
Confirm availability, check-in requirements, permitted locations and the assigned observer role
Agree on factual fields, secure handling, access control, retention and escalation
Assign two-person source review for public posts; distinguish first-person observation from secondhand reports
Publish dated official-source updates; do not disclose voter personal data or label preliminary outcomes certified
Record referral destination and status; do not represent 805 EPIC as an election authority
Transparency is built on public rules
County officials conduct elections and certify county results. A community coalition may observe and document but cannot independently count or certify ballots.
